Ice Witch

What's wrong with Ice Witch? I am level 74 and I'm not seeing much if any freezing with ice skills. Does Glacial Freeze work? It's definitely not freezing and it does such low damage.
This class got nerfed (really bad) or something? I've not really played since 50 cap (demotivated, too much pay to win), just came back.

Glacial Freeze has been useless since 90 cap. Freeze was removed from all skills except for Frost Chaos and Awakened Shatter. You can only apply one layer of freeze. That said, this ice layer is unique to Ice Witches and Adepts, which gives them a slot in many raid parties.
