From the picture, it looks like that's the transfer for the SEA server, this is the NA forums. I'm not sure if you're trying to transfer your SEA date from CC to ED right now, but I believe the deadline for that already passed. Spin-off characters are available when the next Dark Class is released. For NA and SEA, Bleed Phantom should be released sometime this year and all of the released spin-off classes should be available then.

To add more information, I believe that if we follow the schedule of Korea that Bleed Phantom will be coming in the upcoming March patch in 2 months, you should be able to create a spin off character then.
