For your second question its not based on characters. Event cleary say it's account based. So anything spent on the account is counted.

2. I would venture to say it is same character, since it says hero. But vague on this point - only a GM can clarify this point.

Are we supposed to spend the EC/ET we purchased in game to get the prices? Or just purchasing the EC/ET will already give us the prices?

Also do we have to spend it on the same character or any character is fine?
