What is the max number of characters we can have per account?

40 characters if you buy all of the character expansion slots.

So the description on the character expansion scroll is wrong? It says "Can have up to 8 slots on each server" I want to make sure before I buy another scroll.

20 by default, 40 as per GM Lime's statement.

Yes, the scroll is wrong about 8 per; this must have been back in the earlier caps (i.e. when the game first came out)
