Does Yule Duck quest only take in 95lv?

I can't see the quest of lv1 yule duck,does the quest only show in 95lv?

The ducks will show up in the dungeons as you level up, but as far as I know you can only get the quest at level 95 which is kinda odd. I know I checked a few times as I leveled but to no avail in terms of getting the quest before level 95.

You find them in dungeons, like the daily quest dungeons or treasure dungeons in dare devil fare.
