Item guide question

Returning player here; the Item Guide is new to me. The character I'm currently playing is lvl 57, so I should be able to claim a few different rewards from it, unless I'm misunderstanding how it works. All of the contents goals are gray to me regardless.

Am I misunderstanding how it works, or is it bugged since I haven't logged on in so long?

If you're talking about the growth guide, you get rewards from that later.

LV 95 characters benefit from that.
