Set up problems?

My cousin is trying to install DN and the set up application won't respond at all..? She extracted the new client to an archive and is trying to set up but can't get passed that point. Any idea what could be wrong?
(Not complaining btw I'm just a bit confused)

Did she try to run as admin? This has basically been the key to fixing install issues as of recent

Put the file on Desktop once it's downloaded (don't ask me why it only works there...). Click on the launcher to patch it, then click on the .exe to launch it for now.

i had to uninstall DN ~ Install the new client ~ Download winrar ~ Run the DN client (it failed) ~ Restart my computer and run it again to get it to work. I hope they are able to get it to work.
