If you need a job change scroll, I'd recommend just getting it from the cash shop.

Or, if you logged in every day during the login event after the Ray Mechanic update, just wait until the GMs send out the full attendance rewards that, iirc, includes one (if/when they send it out, but I'm guessing the delay is because they're gathering the account data of everyone who qualifies and picking the 10 people who will receive the Karahan(Kalahan) transformation set so that they can send all the rewards out at once).

If you didn't qualify, then yeah. You're better off buying it from the cash shop if you REALLY want to change your 2nd specialization. Unless you're using one of the special classes. Then it's useless, and you'll have to create a new character if you don't like the class.

Maybe we're all in time out and we get nothing I definitely don't remember a fluffy pink cloud I think I probably messed that up though And I'm assuming the pink cloud is a temporary one
