Hello unfortunately this event is bugged... but when ED Fixes it as they are likely working on that right now, the mission should be for all characters!

Sadly I can't really tell, It depends on how fast their development team can work to resolve the problem... It could be next maintenance, or they could do it in an emergency update / weekly patch.

I am sadly unable to say that for sure, I would continue to level though as it is not worth it to wait an unspecified amount of time, but just in case I would take pictures as you complete the requirements so that when they do fix it, you may possibly be rewarded.
