Skill Initialization Scroll

Hello,

Please enlighten me where i can get this skill initialization scroll?
I just created a new char and this literally pop up everytime i login / return to town, but somehow i cant find this item after 1st specialiation.

Sad to say brother but no more just make it lvl 95.

If there is no more free skill reset after 1st specialization, they should remove that pop up already, because that pop up really misleading.
player basically will think there will be free reset skill and just level up all skill without following proper skill build.
glad that i didnt do that, because i dont wanna open my box until lvl 95 just to reset skill tree.
