Are points collected before the event period counted, or just the points obtained during the event?

does the point collected accumulated for the whole acc? eg
50k (char A) + 50k (char B) + 50k (char C) + 50k (char D) = 200k
180k clear?

No. HBST is per char basis, it's not server unified. So it doesn't make sense that they will be accumulated from different chars for the event, unless stated.

The "accumulative" stated in the event means you'll get all the rewards of all the tiers under your highest tier.
