Selling and/or Buying CC codes via in-game gold

I'm not sure whether or not I should ask this question here, but it's said "Question & Answer" Topics,
so here I go~

just as the title said,
is selling and/or buying CC codes via in-game gold considered illegal action?
I know for a fact that selling and/or buying gold via real cash money is considered illegal action, but I'm not quite sure about this one
especially since I remember seeing someone making a thread that someone buying (or selling, I can't remember) CC codes to in-game gold in the "Trade" forum

Yes, while the rules don't exactly mention CC codes, to distribute and sell CC you need an authorization from the Cherry Credits. I cannot turn a blind eye to people selling, buying or trading scratchcards or codes as doing it so would mean being complicit. Eyedentity Games could get in legal trouble.

Trading codes is also somewhere in between DN-TRD-01 and DN-OTH-02.
