Unavailable quests?

When I'm on the map and examining a person, it brings up a list of quests they offer. But when I talk to the NPC in question, there's no option for the quest at all.

I'm pretty sure that at least some of these are the sorts of quests the wiki says are required to befriend an NPC.

Additionally, a number of the green dots representing important NPCs (who I know have at least a few more sidequests to offer) are absent, such as Lena, Lady Kaylinn, the King, General Duglas, etc. are missing from the map.

I play a level 67 (currently) Tinkerer, if that matters at all (although I'm not sure how it would).

That mean you have the Hide Quest Marker thingy. Just uncheck it. It's on the bottom of the quest popup.

Nah, don't! I went through the exact same situation XD. I think they put this in so some don't have to deal with those exclamation marks if they don't want to, but also don't want to finish it.
