Description: Can't complete level 58 quest. Can't forfeit it either
Reproduction steps:
1. - Make character
2. - Play to level 58.
Actual result: Stuck grinding dungeons without quests, not seeming to find any dungeons past rec level 59
Expected result: Ideally, I should be on the next quest.
Temporary Solution (work-around): haven't found any.
