Blade Dancer's Awakened Chakram Flurry Bug

Chakram Flurry EX is supposed to apply a debuff that lowers critical resistance by some %. This does not actually happen in PvP.
Proof:

I'm unsure whether this happens in PvE as that is rather hard to test but I don't see why it wouldn't be bugged in PvE as well.
