Game Quality and fps

I understand that Dragon Nest is un-optimized, but with my current pc i should be able to run the game well over 60fps. Whenever I run the game though I never will hit 50fps. It normally jumps back and forth between 25-40.

GPU: MSI Gaming X GTX 1060 6GB

RAM: 16GB DDR3 1600 G.Skill Ripjaws X

Storage: Samsung 850 Evo 1TB

I've looked for reasons myself, but most of the things I found were from a long lime ago. Looking for some modern explanation for why this is happening. Thanks!

3x gtx 1080 cant even handle it at 60fps in town, wait for dragon nest 2 maybe =w=
