Unable to read patch config list

Okay, I got this last month and never came back to try to fix it until now. I've already reinstalled the game, run the launcher as admin but every time, it takes 10 minutes for a pop up telling me, "Unable to read patch config list." and "Launcher initialization failed. (E:5)" Does anyone have a possible solution?
