New Update Graphic Glitch

Everywhere I go, whenever I log in. I get this next texture issue with water and sand where they overwrite the old textures and are just on top of everything....

so the new graphics update is basically putting all water and sand textures over the old textures... this happens on title screen, character select, dungeons,...
