is Ascending Phantom bug in pvp?

hi guys, just want to ask if this skill from Dark Summoners bugged in pvp or intended?
cause currently she can use it in mid air in pvp (or probably a 3rd escape aside from aerial and dummy ghost)

while in pve, its not useable midair
