Okay abusing the free DNP is actually quite common, but thinking of its useless-ness right now it should not be a big problem anyway.
Look, what TS is saying is asking EYE to let him to buy the thing with DNP, so how come the dummy accounts got blamed?

Players made hundreds if not thousands of accounts to obtain the free 5k transfer DNP, there were posts from players bragging about it back on cherry too.

Well you can.
Buy it from the main window, press F11 and scroll, there will be a costume syntesizer that can be bought by DNP

If you buy it from the Functional tab, it doesnt work
