Can't seem to play...

So I never got that notification to transfer my account and I've been playing up until last Sunday...so i realized that my characters are gone and I can't get them back however when i tried to patch, my computer froze and I had to shut it down...so now im trying to download the new client from the new website and when it its done nothing pops up on my screen to install the game.....PLZ HELP
