    the img you provided refers to the IP Block that already occurs on November 1st, that makes unable from a lot of countries can't log in the game, this isn't a problem related to ISP's, if your friend lives in a location/country where DN SEA server has been blocked, their olny options are: 1) use an VPN or 2) play in other DragonNest server where there isn't IP Block, or 3) wait for ED makes an transfering account session where u can transfer game data to an sever of your seledtion (this lat option may not happen soon, but better hope than to give up on the progress he made so far)

    Other than the IP reset trick. I'm not sure.

    I sent a list with the info the people who still can't log in, but you can try reaching customer support on your own via ticket if you want a 1:1 answer.

    The guildie from Mexico has MEGACABLE and Infinitum (he has another house where he plays sometimes, still gets the error after reseting) and the other one from Colombia has Claro :3
    (Seems like some people can't log in with Claro and others can).

    My ISP is Digicel, Digicel Play and yes I have tried to reset my IP. First i Realised my computer didnt have an IP and that was fixed through the diagnostic tool. Then i manually power off my modem and turned it back on. No connection. I pressed the Reset button on my modem, still no connection. Finally I used the Command window to promt a renewal of my IP i got a new one and still no connection.
