Generally, the primary skills are what shapes the way they each play. Tempest = left side; Windy = right half
Tempest is mostly ground-based with quick attacks and evades. Skill cancels are more of a thing.
Windy is a balance between air and ground attacks. To overlap and combine techniques can help with flow.
Probably just play the one which calls out to you more.
Acros in general are heavily ping reliant. Both tempest and windwalker's awakening skills need to be casted fairly fast (especially if you're trying to double cast an awakening skill like blooming kick or punch smash).

As a 200~250ms player i had to Job Change my Tempest to WindWalker because i could not land AC Skills fast enough due to ping. If you are going for Acro, go for WindWalker, she is fast but not as fast/spammable as Tempest.
It depends a lot, at least for me i had a very hard time combo-ing with "Untouchable" and AC Version of skills, since they depends on very fast casting and ani-cancel. Everytime i used it and tried to land other skills like "AC Punch Smash" -> "AC Hurricane Uppercut" -> "Untouchable" -> "Blooming Kick" -> "Punch Smash" -> "Untouchable" -> "AC Punch Smash" -> "AC Hurricane Uppercut".
This combo right there seems pretty impossible to do, even recording a macro to skip out the "Humane fault", ping always gets me and the combo fails to land.
IMO Tempest is way easier to deal huge damage, but not as rewarding. WW is hugely fun but very challenging to deal DPS, as i did Job Change on the Weekend i trained all time to master both classes and i noticed a huge damage leap from WW to Tempest, after like 5 days training i finally achieved the dps, but it look a lot of training.
For me I find windwalker more fluent and easier to master, but that might be because I played both tempest/windwalker way back in 50-60 caps already. Also needing to press spacebar all the time to proc a skill(untouchable) feels awkward to me in general.
