Will assassin awakening reach us before 95 cap?

I've seen in some videos from SEA that assassins have their awakening there at 93cap, but I keep hearing that we'll get 95 cap first. From my past experience I think every server gets every patch in the same order, so wouldn't that mean we get assassin awakening at 93 cap like SEA and (most likely) the other servers? Also, do we have an ETA on when the Assassin awakening will reach us?
