Description that i'm not sure about / too lazy to test myself : "+30% Dmg to nearby Enemies." Now is that +30% dmg inclusive of other skill or only exclusive to Mind snapper alone?

i.e If i use holy burst and the enemy is close to Mind Snapper does Holy burst do 30% more dmg to that monster?

EDIT:
Also, does any of the electrocution debuffs my skills provide increase my damage in any way or lower enemies resist?

I think it's +30% damage in general. I'm assuming it would be near the mindsnapper so move forward a bit? idk XD
