For PVE or PVP Barb? For PVE, I recommend running WW neck, CS ear and double BC rings. I don't personally run BC rings, but that's the best option if you want to run 4 total techs. I am currently updating my skill plates for 93 and will let you know what I run. Right now it's CS, WW, IS and Deva.
