How does a tech converter work? Does it just change the skill that's +1?

Yes and the stats remain the same but you can only change the skills within the same base class. Meaning, if you have a Silver Hunter tech and you want to change the skill, you cannot change the SH skill to a Sniper skill, it would have to be another SH skill only.
