Shouldn't there be a rule that if a person isn't active on a character with a certain name, the new person trying to enter that name can claim it as their own? League does it, and it took a clan name from me I was hoarding for so long just because I forgot to renew clan 2 days after expiry

Unfortunately, this is not League. When they did the swap over from Nexon, they did free up all of the old IGNs that nobody claimed for the transfer. Everyone has just been taking and hoarding names since.
