Weapon Coupon Prices (How much roughly? I want to buy one)

Hey, just a quick question! So I hear the average is around 12-13K. Do people also sell it for 10-11K or is that too little? I'm interested in purchasing a weapon coupon for my main. I'm just missing the off-hand.

A friend of mine bought a few for 9/10k from someone that had like 11 of them though that's if you're really lucky but it can happen
