Most likely not or they would've done it. They could've banned all the users they wanted ontop of it.

The approach they took implies they had limited options due to not being able to rollback the server.

Yeah they probably don't, this just doesn't make sense if they have a backup.

If the server is not rolled back the game will need to be reset to keep the economy from going into a "Great Depression". Even in a game with a simple market set up like DN having multiple people win the lottery (playing the market with gold inflation) and people getting banned for playing content that people do normally every week can only result in tragedy. There will be a great divide in people with money and people without.
