Ladders not operational during listed hours?

Ladders is from 7-11pm PST so I decided to do ladders after my nests runs, which I ended at 10pm PST leaving 1 hour for ladders. But for some reason the stat option wasn't available?

Does ladder not work during the stated times?

The hours listed are in Pacific, but the thing is, you have to set your computer time zone to Pacific as well, otherwise, you wont be able to queue.
