Is oracle elder bugged?

Hello i came here and tried to create a new character (Oracle elder) and noticed some dialogues are just numbers (like 46806, instead of text) and then at the tutorial when the npc asks me to awaken my powers by fighting the monsters he summoned, I noticed I had 2 skills upgraded on the 3rd job tab, but one is passive and requires me to gain 10 bubbles to use the second skill, however the skills needed to gain bubbles are on the second job tab which are not upgraded at all, so i had only 3 first job skills which don't get me any bubble, so eventually the npc stops summoning monsters and im left there forever and can't leave the tutorial, is this something known?

Because i created another character and got the same issue, i just want to ask before reporting

I had the same issue. I just used the skill from the 3rd job tab. It didn't require any bubbles iirc. I just dragged it into a slot and used it. Lmk if that works for you. It worked for me.
