tech converters were given out to every character at the beginning of t5 when they revamped all skill trees. it was just a one time thing.

A lot of players hang on to these sorts of things. If the accessory has unbinds and you find a trusted person, give them stamps and the item, then they can convert and give back to you for a cost.
