Im new to the game and I have 1 maxed character. Im not sure what /10char means, but so the 100% event exp stacks with my 200% scroll and the 50% from my maxed character to equal a bonus of 350% bonus exp?

Yes. If you are able to stack 200% Boost EXP + Guild Armor Set (10%) + Dungeon EXP Boost (5%) + Max Level Character (50%-250%) = 265% - 465% total. Adding in 100% more = 365% - 565%.
