Is there any more of a pvp scene now that this game switched?

I played this game a lot before and lost my account since beta since I didn't actually know the switch was going to happen. But I would come back tot he game if the pvp scene is at all alive again since before it was extremely dead. I personally hate raids and stuff like that so I have 0 interest in making an entirely knew account from the ground up just for that.
