So is it completely up to luck whether you win or not? like if the devs or whoever just pick some random numbers as the "unique" numbers

what if heaps of people have the same amount of clears? say 20 people clear 7 times, do they all win if that number is choosen? will the people chossing the number look at the clear counts before choosing the numbers and just choose based clear counts that only has 1 or very few people?

"Lowest Unique Clear Counts" 20 people who cleared 7 times just means it's not unique anymore. Only 1 person should be having that clear count to be unique. If several people are having unique clear counts, then they will choose the top 3 lowest unique clear counts. :P

It's all about reading the server. you gotta find a low number that no one else will pick. It's not easy, but it's pretty easy to see what you would need to do.

Just don't go telling anyone what number you picked. That won't help your chances lol
