Shard of Will?

Its description is useless, and Google wasn't all too helpful. It was mentioned in other threads (outside this forum) alongside attack speed or move speed, but it wasn't directly explained, and I don't want to assume.

Can anybody explain what the heck this thing does?

Gives you and your teammates 1k phy/magic attack and 15% movement speed. It only activates when you enter a dungeon, nest or raid, and it also works on most special dungeons.
