Is character expansion scroll really limited to 8?

I'm out of character slots and want to buy another but the scroll says you can only have up to 8 slots on a server. Will it really not work if you already have over that?

I think it's just outdated text. I would go by the amount of locked character slots you have on your character selection screen.

Looks like I have 17 locked slots so 40 max slots now? I hope you're right.
