What is this buff (Allies' Will) and how do I get this all the time?

I see this buff sometimes while in dungeons but it isnt always there. It shows up randomly. How do I make it show up all the time? Thank you!

It is a buff that is from an item called shard of will. You can only get the shard from mentor slots. That's the main reason why people buy mentor slots.

Thanks, I was curious because I have the shard but it doesnt show up all the time at the top.
