3K main stat lvl 90 blue tali...where does one get this??

I found this post in the trade section, can someone tell me how this is made?

Assuming the tali has been equipped on a 200% slot, its stats are 3k Str and 1k Agi approximating.

It shows the stats have risen by 4k and 1.6 though. Is there a tali slot that one buys which has more than 200% ?

And even so, I would really love to know how one gets stats like that on a tali which usually has 1.5k of main stats.

Are stats on talis crafted random sometimes?

Idk how they got that tali since the lvl 90 one has a base stat of str:1570/agi:523 https://spacem.github.io/dngearsim/i...anced-Talisman

Stats on rare talis are normally that much. However, it seems like this talisman shows 4x the base instead of 2x. Probably a visual bug.

It seems it is just photoshopped or something. The base stat is fixed for every same lvl same grade talismans.
