How to get mounts?

Usually dragon eggs, certain events every few months, or you can just play PVP and buy horses for 100 medals each I believe, I may be wrong on the medals amount but it's fairly easy

Are the horses permanent? Also, how do I get dragon eggs?

horses should be permanent.
dragon eggs cost real life money and are a huge gamble. buying dragon eggs to get a pretty mount is not recommended unless you have lots of disposable income and are ok with taking risks, like sachi said
