Purple Light Spirit still obtainable?

iirc u can get this spirit from here but I can't seem to open the altar even with the item in my inventory. Is this a bug?

the altar was removed a while back :C or bugged but most likely removed bc there isnt a way to get the stuff needed to exchange for those items anymore
