200% Exp Mission at level 3

Where do I find the mission to get the 200% exp scroll? Can't find it. Is it bugged?

I think it's an item you get... it should be in the EC tab of your inventory...
Could be wrong though :d

I actually have the scroll in my EC tab.. but I can't seem to use it? or is it always active until it runs out?

Yes the scroll is always active when it is in your inventory.
