plates probably from all the different way to buy plates, like dragon scale shop in garden, pvp shop, godess lament, starlight shop, etc

so how do you get skill plates now? I couldn't find the crest shop from the crest npc. Did they remove it or something? Where do we trade in Dimensional Fragments now?
