Where to get wealth talismans?

If you're referring to the Abundance Talisman, then I believe that you can acquire them from salvaging +11 or higher gear pieces.

Oh, I see thanks! Does it only work with current epic-grade gear? I have some +11 rare-grade gear from 80 cap left over

You can actually check by taking the gear piece to the extractor and selecting it. If the item has the potential to give the talisman, it will show you underneath it. Whenever I get the chance, I'll post an example for you if you want.
