I just want to know which is better. someone said SEA is better than NA. is it true ? or they just lie about it?

No unfortunately there is no way to transfer your account from SEA to NA

NA has almost zero restrictions with dnp use, but lacks the ability to trade most cash items.
SEA has a number of restrictions with dnp use, but have more freedom regarding cash item trading than NA.

This is just one example: But unless you're having issues playing on SEA, there's little reason to switch over to NA (assuming you're already playing on SEA).
