If i'm using a cable connection, then yes. There's a noticeable improvement in game play. If i'm on wifi then my game play is filled with horrible delay and server de-sync .

Granted the same ole bugs/glitches are still present in game sadly.

Rumors going around that the server is still located in the West coast. Others say its in Texas. I haven't cared to look for official statement on the actual location of the server.
