From costume synthesising. Combine two part of any grade of costume lower than Epic using the Costume Synthesize Device (bought from cash shop) and you have the chance to get it. Higher grade of costume used will give you higher chance to get Epic costume.

Yes you need to use both same part and same class, to yield respective Epic same part and same class.
