About this event, i got a 50k cc on my previous top up so i spend them will this be included on this event? or do i need to fresh top up another 50k just to join and add another few more CC just to get the tier rewards?

It clearly says it is a spending event. When or how you top up doesn't matter.

Even if you topped up on year 2012, as long as you spend it now you get the rewards.
