Can chronicle char be eligible for load to 95 event?

well you just need to reach lvl 95 right then it acceptable to load to 95

Raise your character up to the max level (Lv. 95) within the event period starting from August Update Patch.

if you create chronicle character you can get that after you finish the task you can get in the mailbox this is a separate event from load to 95
